I'm glad we got that figured out, so on to the next,
I apologize about the inconvenience but once a blue moon the cables themselves can be made longer than its housing was cut for and it gets put into a kit anyway, you could try an order another cable and it should fit perfect, cause like I said it only happens once a blue moon.
However, it is possible to make that one work, I've done it...
Its hard to shim the throttle line because it is soldered on either end of the cable, so removing the housing is impossible, but you can delicately splice the housing (it is plastic outer metal inner) with dikes/wire cutters and put a spacer of some sort in like a hollow stud, maybe a barrel adjustment out of an old handlebar or something similar. This should work just fine for you now.
Also the floats sticking... try carb clean, clean out the whole carburetor an make sure there is no foreign material possibly holding the float shut off needle open...
